Instead of having champions be at a fixed price, let their prices be based on the community's. Other than the starter champions(Ashe, Garen, and Warwick), every other champion should scale with the community's take on them.
The playrate, average rank earned per match, win rate, and sales should factor in on how much a champion costs. For example, let's say a champion like Yasuo was the weakest in the meta while Kindred was the strongest. Due to the formula from the given statistics, Yasuo would be much cheaper than Kindred while Kindred would require high IP and RP costs.
You may be saying that this is of no benefit to those who already own such champions. This system is to have other champions be played more often while the meta picks or the strongest champions of this meta aren't viable for all. This way, the true value of champions are actually given.
Is Kindred really worth 6300? No. Her kit isn't worth that much IP grinding. The same can be said for Kalista since she's gutted although she's still a pretty good champion.
This system allows for someone like Fiora to go to 6300 IP because she's a must-have in the current meta while Kalista can be 4800.
It's so more champions are exposed in the game and more games are required to get these beefed up champions. The fluctuations issues would be with broken champions that are released or glitches found. This would be a risky move but it'll also give more incentive to not release such risky champions.
We all know how Camille was on release(and she is still a bit too strong).
