LED strips attached on the sides of the shield while the center is a pulsing LED behind some thick plastic, the shield part on the side is just yellow plastic. quite simple to make actually and LED's last for quite a long time without taking up too much power so I assume the strip and center LED share the same power source.

Leona is awesome (what I can see). Yi is decent. Zed looks like a stack of buckets. (>_>)
Meanwhile... Ahri has no [visible] tails. The camera added more than 10 pounds to Janna. Vi's Gauntlet(S) isn't full arm. Lulu is too tall. Much too tall. (That looks like part of her Wicked skin hat.) Ezreal looks lost. He should have taken the map. I think Vandal Brand is lost. There's no flame there. (Do any other champion skins wear a gas mask?) Star Guardian Lux has severely overfed her Poro. Twisted fate is trying to sweet talk his way into what ever is going on. As usual... I think I see a piece of J4's armor. Just the shoulder piece. And... Is that a Caitlyn right before the loop restart? The hat is certainly tall enough. Looks fuzzy though.
