Based upon the hairstyle, the artist was going for something like a pseudo-anime look, so the eyes are fine in that regard.

Yeah they're freaking me out too. Not even anime has eyes proportioned like that. It's a fine piece otherwise though

It's not really an anime or Japanese style though, i mean i don't think it's too special either, but it is cool. It far more resembles European and other Western styles artistically though if we were to get into that. If anything it mildly reminds me of overwatch's art style
