This is a melee only item. Its affects only work on melee champions just like item 3085 only works for adc's.

To introduce the item I want to say a few things. Let us talk about melee champions. Firstly lets talk about how every other type of champion gets a field advantage in fights. Ranged opponents have the easier poke and have the same damage level that melee champions do and that goes double for mages and ap champions in general. So this item is to combat that a few steps.

Next lets talk about cc. Who does it really affect the most? Stuns, roots, etc., who do they affect? The mage or range champions still able to launch auto attacks from their place? This item is to give melee champions a fighting chance.

States:

75 AD

Unique passive ability: Every three champions kills gain 5% tenacity up to 30%. Unique Passive ability: Every 25 units killed(stacks) item gains shadows grasp.

Unique active ability: Shadows grasp: Shoots out a skill-shot wave which if it hits an opponent has them snared by shadow hands. Does not silence opponent or anything to prevent them from fighting, only traps them for 2 seconds.

It would take 18 kills to get max tenacity. Hmm, it would be more reasonable if assists were added in as well, at least counting as half a stack.

As for the active, considering how much cs people get, it just wouldn't be worth it. By the time you buy it you'd only be able to use the avtive 4-5 times for the rest of the game, assuming you're farming like crazy. Instead, I'd say give that active a rather long cooldown, say, 100 seconds. Each champion kill reduces that CD by 5 seconds, and assists by half that amount, up to a minimum cooldown of 10 seconds.

Might be worth giving it movement speed.
