Extremely skill-based item?

The gist of it would be having an active that can create a spellshield instantly without a channel time, but it only lasts like 0.05-0.1 seconds or some incredibly small duration. Cooldown would be something like 90-150ish.

Essentially a one-time Fiora Riposte, but on a MUCH smaller window of usage. It would have to be timed perfectly, but would reward said good play in return?

If it's too much though, it could be maybe balanced by a self-imposed silence and/or blind for like 0.5s from the start of item usage to prevent instant retaliation through abilities which would be unfair (maybe? I dunno), but it would allow for escape perhaps.

I don't think that would work in a ping based game, anyone with a ping higher than 30 will pretty much be unable to use it. Kinda like how the host in some CoD games would win every fight around the corner.

But I like the concept

Wouldn't be fair. It would see no use in low elo play as people have horrible reaction time (well maybe not no play but no effective play) and it would be abused in high elo play.

to be honest, it seems very weak. It would be almost impossible to see an ability incoming, decide you want to block it, and then activate it within a twentieth of a second (about 1-3 frames depending on fps) before the ability hits. Otherwise it could easily be baited or your opponent could use a less impactful spell immediately.
