Nimbus Cloak change suggestion?

It doesn't belong in the Sorcery Tree, the Ultimate hat does. If anything, that rune should be on Domination, since Assassins rely on mobility. This is an unhealthy change completely. Though its shield is questionable. Haven't we got enough shields already?!?

I think it should be replaced with Phase Rush, and Sorcery should get a whole new Keystone.

This makes it a much bigger buff to assassins and brawlers than I think it's supposed to be. The movement speed has some strong uses, but doesn't add a lot of raw survivability, so this one would worry me.
