You do realize that the Marauders and the Wardens are just as corrupt as each other, right? The Marauders' goal is to create Chaos, and the Wardens' goal is to retain Order. They're two sides of the same coin - they want what they want with no regard for anything or anyone else.

Ideally, there should be a balance between Order and Chaos - too much order equates to oppression, and too much chaos equates to... well, chaos.

Because Riot often give skins to champions with contrasting back stories. The Arclight and Justicar skins have a strong lore of being very pure and chivalrous, yet Varus, Aatrox and Syndra are all very corrupt and driven by a thirst for power.

because sivir already has a bandit skin and ashe has alot of skins that portray her as heroic

Skins are generally non-canon and gives Riot creative freedom to give ideas or theme to champs we don't normally think of. Example: Warwick is on fire! Soraka as a reaper! Syndra as an underwater Mage!
