Changes and additions for Resolve and Sorcery?

Here are some suggestionts for minor runes I thought of, and some changes too

Changes/Sorcery

Nullifying Orb : grants an Adaptive shield rather than a magic shield

Nimbus Cloak : renamed Nimbus Blessing and moved to the 3rd row as a 4th option

Transcendence : grants 1 CDR per Level up to level 10

New/Sorcery

Cursed Amulet : added in the first row, abilities that damage enemy champions reduce that champion's damage output by 5-10% for 5 seconds, multiple abilities won't stack the debuff but will refresh its duration

New/Resolve

Elemental in the 3rd row, every time you kill an enemy unit restore X% of you Max HP and an extra X% per Drake slain by your team, double if elder dragon

Cursed Amulet sounds abusable by someone like Yasuo who can already reduce the damage of his opponent by 12% once he has Phantom Dancer.

Elemental sounds kind of useless compared to something like Overgrowth.

But otherwise, the rest of the changes are nice.

Elemental was supposed to be a mana sustain option for mages who'd like to take resolve secondary and be able to opt to something other than manaflow band, examples off the top of my head are swain and vlad and those Malzahars that would like to add demolish to their turret taking arsenal

But why would it be a mana sustain option if it gives %hp?

And even if it was for mana sustain, why would you take it over something like Biscuit Delivery?

It doesn't give %HP, it scales off it, and I guess you'd take it if you want the extra Bone plating or second wind to deal with poke, or font of life if your a CC heavy utility mage to add more utility,
