Every champion deserves to have at least one skin that changes up particles. In my opinion, if Riot gives a high quality skin to any champion no on this list first, it shows that Riot definitely plays favorites.

Ramuhdo1 votesI mainly play Evelynn as well, and her skins feel like lazy colours or just uninspiring. They don't do anything with her reputation as the best assassin in the world. :(
canpan141 votesI love Ali but he already has a bunch of skins. Fiora/GP/Poppy/Yorick(One day) are getting updates so nothing will come of them until then. Nunu has nunu bot (The ult has a different visual on the pbe).
