Every champion deserves to have at least one skin that changes up particles. In my opinion, if Riot gives a high quality skin to any champion no on this list first, it shows that Riot definitely plays favorites.

Well, they said that won't get a big skin until after her visual update, and she's not currently being worked on for a visual update so at least Evelynn's gonna have to wait before she gets such. ; ;
I love Ali but he already has a bunch of skins. Fiora/GP/Poppy/Yorick(One day) are getting updates so nothing will come of them until then. Nunu has nunu bot (The ult has a different visual on the pbe).
cassi has 2, Jade fang, and mythic both change particles.
Charred 
uses the same verdant green mist effects as his stock skin, which doesn't really fit all too well.
I thought Infernal Alistar has different particles for his skills that were fire/brimstone themed?
