Long-range Melee Attacking Champion Passive Concept.

What if there was a melee champion who's passive would cause him to attack as if they were in melee range even though they are at a close ranged champion's attack range? So when I say range, I'm talking about maybe Graves attack range, maybe even a little shorter.
What would this look like? To keep it simple (ha ha, right), think of a champion with a sword. Normally this champion would need to be between 125 and 175 units in order to attack with said sword. As I mentioned earlier, Graves would be a good benchmark for a close-range ranged champion as he has the second lowest auto attack range (425 units), tied with Urgot, and second to Mini Gnar with level 1 Rage Gene (400 units). At this range or shorter, this champion could have an instantaneous dash forward and back to attack as a melee champion. An alternative explanation could simply be that they are able to project themselves, or their attack into melee range. I would even think that the proximity to your target should give some sort of benefit to this champion to still encourage getting in close.
Why? Firstly, because it's different. But also because this could give a melee champion the ability to do things like kite and farm at a relatively safe distance.
Now, before I get too many nay-sayers, this is ONLY a passive. The overall kit of this champion could definitely make this concept completely broken, and I acknowledge that. I feel that it could be implemented in a way that is balanced and fun. There would definitely need to be strong consideration put into base stats and kit balance as this would not be a traditional melee champion, or a traditional ranged champion which WILL effect their strengths and weaknesses.
I'm interested in hearing if anyone has any ideas as to how this could work, what sort of kit would be good with this, and what problems do you see coming from this.
