More Purchaseable Content?

Can there be more purchaseable content that doesn't affect gameplay?

I'd love for there to be things such as Bilgewater announcer packs, Summoner's Rift skins, etc. which only affect you, not the other players on the map and which are purchaseable for RP.

there are some unofficial map skins but its at risk and that bilgwater announcer was from my perspective one of the best things riot made and id like see it back for free or some IP
