I created a new Phage Item, is it good?

Item Name: Blade of the Exiled Demacian King Item Stats: +400 Health +80 Attack Damage +250 Mana +35% Cooldown Reduction +80 Lethality

Item Build Path: Phage +Sheen +Serrated Dirk + 200 = 3600g

UNIQUE ACTIVE: Predator- (Melee Only) Activating this item will grant 130% bonus movement Speed towards a Champion that has their back turned for 10 Seconds. Additionally, if that Champion is on a Killing Spree this item will reflect all Crowd Control back at the caster.

UNIQUE RAGE: Basic attacks (on-hit) grant +20 flat movement speed for 2 seconds. Killing a Unit grants +60 flat movement speed instead.

UNIQUE SPELLBLADE: After using an ability, your next Auto Attack within 10 seconds will deal (100% base AD) on hit bonus damage (1.5 Second Cooldown)

That's a lot. Like way a lot. Thats more lethality than almost 4 duskblades of draktharr. Thats also the most CDR on any item. Take that with one 10% item and you have 45% from only 2 items.

I, as a talon, would just start stacking these solely for the base stats alone. With 6 of these, I'd have 480 lethality and bonus AD. On top of the 2400 health it would give.

[edit]: If I were to make it more balanced, not even necessarily fixing it, but just making it not ridiculous. Do this

Health: 275 AD: 80 > 50 CDR: 35% > 10% Lethality: 80 > 15

Those stats, although strong, are very similar to the parts of the whole, which is what built items tend to be.

Then the active should be changed entirely for these reasons:

Backstabbing in league of legends has been weird, so back facing enemies that cause a 130% speed increase would be jarring and buggy.
Laughs in predator hecarim.

You want a more balanced item it'd be something like: 300 Health, 35 AD, 250 Mana, 10 Lethality, 10% CDR.

But I'm just gonna assume this is a troll post because of the 80 AD out of nowhere, the 80 Lethality, the 35% CDR, and the active which is already similar to a rune.
