[CHAMPION CONCEPT] Rongyao, The Eye Of Dawn

By Our Hands, For The Light; So goes the saying of the Senzen, a rival sect to the Kinkou, who believe that instead of balance, the forces of the righteous should be lifted to glory. By their leader's hand, Rongyao, the self proclaimed Eye of Dawn, they use whatever means necessary, no matter how cutthroat or ruthless, to ensure the righteous rise, and the petty and malicious drown in blood.

Rongyao, a former soldier for the Kinkou, found himself at odds with the teaching of balance. Years of combat had seen tides of blood thirsty warmongers rise, taking lives and kingdoms, and for the Kinkou to intervene at pivotal moments, feeding them their own blades, only for the Kinkou to retreat once the people and kingdoms had the means to regain their bearings. The fighting will needlessly continue, thought Rongyao. And it did. War would escalate, people would die,the Kinkou would intervene, and the war would reach a temporary stalemate, only to escalate further, without end.

This is madness! thought Rongyao. He had the power, and he had the knowledge. What good is balance when lives are snuffed out and wasted in it's name? After a large scale battle on the outskirts of Demacia, after the Noxian forces were pushed back and the Kinkou were to depart, Rongyao had disappeared.

On a quest of his own, he immediately began tracking the Noxian war party, observing their moves, evading their eyes. The war party was nearly 3,000 strong, even after being pushed back. On their return to Noxus, they came upon a village, of barely 200 men, women and children. Resisting the urge to halt the war party's advances, he let them take the town, watching patiently as the villagers were massacred. A small and necessary sacrifice, he thought. Their deaths would not be in vain, nor would they be wasted. The soldiers drank, and sulked, nursing their wounds and egos, and slept soundly. Rongyao crept in, a fog in the wind, and through the night, every soldier's throat had been slit.

Upon returning to the Kinkou, Rongyao was cast out and banished, for failing to abide by the core tennets of their creed. Rongyao saved his breath and wasted no words, leaving calmly, and resolutely, a new goal in his eyes. He would become the cure for Valoran, a soldier of the righteous, to smite those who would kill the helpless, and to push back against the absurd and unattainable goal of balance. Thus he formed the Senzen, and began his quest of cleansing.

Rongyao is an assassin who works within windows of enhanced power to eliminate his foes.

Passive: Professional Killer - While in combat, Rongyao gains charges of Calculated Bloodlust, which empower his abilities. He gains a charge every 8/6.5/5 seconds, to a max of five. If he is outside of combat for 13 seconds, he loses all charges. If no nearby enemy champions are within a certain range, Rongyao's Calculated Bloodlust charges 75% slower. If he uses an empowered ability, the charge time to the next point is increased by 3/2.5/2 seconds. Getting a takedown or assist against an enemy champion grants him 2 additional points of Calculated Bloodlust.

Q - Plunging Dash - Rongyao dashes to target location, stopping on the first enemy champion hit, dealing 20/30/40/50/60 + Bonus AD physical damage to the target. Dashes through minions and monsters, doing half damage respectively.

Q - Bloodletting - Rongyao dashes to target location, dealing 20/30/40/50/60 + Bonus AD physical damage to all enemies in the path, then proccing a bleed on the enemies dealing (.6/.7/.8/.9/1.0AD) physical damage over three seconds. This can not stack, but hitting another champion with Bloodletting refreshes all stacks of bleed on all affected targets. Bloodletting's cooldown is reduced to 2 seconds if it hits an enemy champion.

W - Smoke - Rongyao drops a smoke bomb at his feet, blinding all nearby enemies for 1.5 seconds, and reducing incoming damage by 20/30/40/50/60% for 1.5 seconds. Radius = 300

W - Miasma - Rongyao drops a poison mist bomb at his feet, blinding all nearby enemies for 3 seconds, dealing (.04AD)% max health magic damage over 3 seconds, reducing incoming damage by 20/30/40/50/60% for 1.5 seconds. Radius - 500

E - Kick Step - Rongyao kicks off of target enemy, dealing 40/50/60/70/80 + (.2/.3/.4/.5/.6AD) physical damage, and repelling himself 600 away in the opposite direction the skill was cast.

E - Lock Step - Rongyao kicks off of target enemy, dealing 40/50/60/70/80 + (.4/.5/.6/.7/.8AD) physical damage, and repelling himself 600 away in the opposite direction the skill was cast, rooting the target for 2 seconds.

R - Killing Stance - Grants 10/20/30 Lethality Toggle - While Active, The Next Ability Used Will use a charge of Calculated Bloodlust, and perform the empowered version of the skill.

Eh, I would of included cool down times, but I was rather unsure. Also, I apologize about the lack of art, I am, unfortunately, no artist. I liked the idea of Zed, but instead of seeking power for power's sake, seeking power to remove the villainous.

Also putting a gate on his power until level 6 seemed appropriate, I could imagine having his Toggle ult available at level 1 would be a little too absurd.
