Cheerleader Ezreal
Not sure which of his abilities does it (I think it's his passive) but every once in a while I'll see Ezreal with glowing orbs around his hands.
I just had this image in one of those games of him in a cheerleader outfit with pom-poms instead. It was a funny image. And he'd look awesome in one of those skirts.
His ultimate could be a giant pom-pom. You just know you want to kill someone with that to humiliate them.
