(Champion Concept) Illm, The Onlooker
Illm: the Onlooker (His name is spelled ( i L L m ) in case you were wondering what all them lines were :)

=====Lore===== Legend tells us of a being, who has seen each great event. All the pain he must be seeing, that he never will prevent.
Children die in bloody streets, castles burn and fall. Be victories or harsh defeats, he has seen them all.
Illm is what they call him, but is that really his true name? Why just watch us still and solemn? Why not punish those to blame?
Men have tried to kill him, out of fear and out of spite. But he danced with grace around them, disappearing in the night.
If you see him in the distance, then you best be ready soon. He will offer no assistance, should his interest be your doom.

=====Abilities===== P 1: Unused Power Illms maximum flow is increased by 10% of the mana he would have gotten from items, and items that increase mana regeneration will instead increase the amount of flow he generates per distance traveled.
P 2: Death’s Witness Visible enemy champions that can see Illm will steadily lose vision down to an amount based on their current missing health. The sight lost will quickly recover if the enemy is healed, or if either Illm or them lose vision of the other. If Illm is within the outer edge of the enemy champion’s vision, and their sight has been reduced down to the appropriate amount given their current missing health, then they will start taking X% (+1% per X AP) of their max health as magic damage every second. Death’s Witness cannot reduce an enemy champion’s vision below X%, but once there they will lose friendly vision, and will be dealt true damage each second instead of magic damage.
Q: Intense Gaze Passive: Minions and monsters that Illm strikes with basic attacks will take X% (+1% per X AP) of their max health as magic damage per second for the next 3 seconds, with a minimum damage of X (+X% AP) per second.
Active: Cost X% of current flow. Cooldown X seconds, in the background. While active Illm is rooted in place, and has his peripheral vision reduced to a cone, but will slowly turn to face the mouse cursor, and will see through walls and into brush. Upon activation Illm deals a burst of magic damage to enemies in his cone of sight equal to X% of the flow cost +X (+X% AP) and slows targets hit by X% for 1 second. Every second that Intense Gaze remains active will consume up to X additional flow, and for every second that flow has been consumed Illm will deal X (+X% AP) additional magic damage to targets in the cone, and will slow enemies for another second. The damage and slow are both reduced the farther an enemy is from Illm, down to 1% of the original effect at the outer edge of the cone.
W: Overwatch
Passive: Illm, and ally champions within his personal line of sight, gain +X additional armor and magic resist.
This effect is doubled while Intense Gaze is active.
Active: Cost 100% of current flow. Cooldown X seconds. Illm consumes all his flow and starts regenerating health equal to X% (+1% per X AP) of the flow consumed every second for the next 5 seconds. Nearby ally champions are also healed, but only for the first 3 seconds.
E: Elusive Drift Passive: Illm gains additional movement speed equal to X% of his missing flow, increases with mana regen items. Also, allies within Illm’s Intense Gaze gain additional movement speed equal to X% of his current flow.
Active: Cost none. Cooldown X seconds. Illm dashes in the target direction. Elusive Drift’s cooldown is reset if Illm has taken at least X (+X per level) damage since the last time he cast this spell.
R: Grand Spectacle Passive: Illm’s vision range is permanently increased by X%
Active: Cost none. Cooldown X seconds. For the next X seconds Illm gains sight of a large area around him, this does not count as his personal vision. While active Illm gains interest equal to X% of all damage dealt/taken, and X% of damage blocked by resistances within the aura. Also, regardless of which team achieves them, Illm gains X additional interest from captured shrines/objectives, X from structure kills, X from small minion and monster kills, X from large minion kills, large monster kills, X from epic monster kills, X from champion kills, X from double kills, X from triple kills, X from quadra kills, X from penta kills, and X from aces. Once Grand Spectacle ends or is deactivated Illm consumes all his current interest. Granting him and nearby allies additional movement speed equal to X% of the acquired interest (X% while out of combat with champions) for the next 10 seconds, and empowering Illm’s next basic attack against a structure, champion, or large monster to deal additional physical damage equal to X% of the acquired interest.
**=====Voice & Emotes===== ** Voice: Illm is mostly silent, with the occasional animalistic but intelligent growl, yip, or bark.
Champion Select Quote: An intrigued and mildly surprised “Hm…” that fades into a light purr.
Joke: Illm unties the blue orb from his staff and holds it in his hand as he stabs his staff deep into the ground. Then he throws the orb behind him and does a backflip, landing on top of the staff on one foot. The blue orb lands on his nose, and the little gold balls that orbit it land in his outstretched paws. Illm then starts to juggle the gold balls, while balancing on one foot on his staff, while balancing the blue ball on his nose. This will continue until interrupted.
Taunt: Illm twirls his staff before stabbing it into the ground, and threateningly beckons his opponent to come closer. Then he bats his paw in the air with a dismissive gesture, and leans back against his staff with a wide toothy yawn.
Dance: An energetic flippy/twirly dance that makes heavy use of his staff.
Laugh: Illm blinks, then facepalms while slow shaking his head with a quiet chuckle. If used again within a short time he will fold his arms, lean against his staff, and laugh with a strange animal like chirping. If used again then he will fall on his back and start rolling around in a full blown hyena-esque giggle fit.
