[Rework Concept] Veigar, the Tiny Titan of Terror

Passive - Baleful Strike: Veigar is permanently Disarmed, but periodically, which is decreased by cooldown reduction, he can use a basic attack command to instead unleash a bolt of dark energy at his target in a line, dealing magic damage to the first two enemies hit. Killing a unit with Baleful Strike, or damage an enemy champion with it, causes Veigar to gain 1 ability power permanently, doubled when killing large minions and small monsters, and increased to 5 for killing champions and large monster kills.
Q - Anti-Matter Maul: Veigar fires a volley of anti-matter balls in a cone in a target direction, dealing magic damage to all enemies they collide with, stopping at the first enemy or enemy projectile they collide with. When Veigar's anti-matter hit an enemy projectile, they will reduce the damage of the projectile by the damage of this ability. If the projectile is weaker than the anti-matter, it is instead destroyed. Enemies damaged by multiple anti-matter balls take half damage from additional anti-matter after the first.
W - Master of Evil Wizardry: Veigar raises into the air, channeling for 5 seconds as his abilities become a weaker version of every other spell in the game, capping their damage, randomly given 3, and replacing his ultimate with a fourth mystery spell called The Infinite Improbability Matrix. Abilities that effect his basic attack will disable his Disarm for the duration. Moving will break the channel and reduce the cooldown of this ability.
- The Infinite Improbability Matrix: Does something, never useful, always funny.
Example: Turns his nearest tower into a statue of Veigar, increasing it's attack based on Veigar's ap, and rewarding him gold for kills for a few seconds. Fills near by bushes with hostile wolves that attack anyone who enters them for a few seconds. Turns potions and biscuits in the nearest enemy's inventory into Spoiled Potions and Spoiled Biscuits, which do nothing, and can be replaced with fresh potions of equal value at the shop for free. Increases Veigar's size for a few seconds. Decreases everyone else's size for a few seconds. Drops a statue of Veigar somewhere on the map, which grants vision for a few seconds. It can be attacked and destroyed. Releases a swarm of rat-weevils that steals everyone's items for a few seconds, including his own for a few seconds. Everyone is now Veigar, and their bonus stats are now all ap, for a few seconds. Gives everyone high ping for a few seconds. Everyone is disarmed and silenced for a few seconds. Etc. Etc. Etc.

E - Event Horizon - First Cast: Veigar forms a cage around a target location which materializes after a brief delay and lasts for 3 seconds, stunning all enemies who pass through its edges for the first time.
- Dark Matter - Second Cast: Veigar calls a mass of dark matter to fall from the sky which lands after a 1 second delay to the target location, dealing magic damage to all enemies hit. Every 250 ap Veigar has allows Veigar to cast an additional Dark Matter.
R - Primordial Surge - First Cast: Veigar silences and slows himself as he summons all of his evil might in a giant ball of primordial energy, which scales in size with his ap. Veigar then begins to swing the ball around him, dealing magic damage to all enemies it passes through. The distance from Veigar, the speed, and the damage it deals increases over a few seconds.
- Primordial Burst - Second Cast: Veigar slams the ball down on a target enemy champion, dealing a large amount of magic damage, which is increased by their missing health.
