Unique Passive: 10% Cooldown Reduction

Unique Passive - Gold Bolts: Your Basic attack on an enemy champion deal extra 20 (0.2 bonus AD)(0.2 AP) physical damage and mark your target.

Unique Active - Come here: Use this active when an enemy champion is marked. It will slow the champion's attack speed by 25% and slows for 30% for 2 seconds. (550 range) (90 second cooldown)

Rename the active and I'd buy that stuff on xin

80% seems a bit much. I think having too much attack speed is part of the reason why they changed item 3085. (And because of the new marsman update) And it would be rlly strong on a lot of champions. XinZhao Kayle Jax I do agree with wanting another attack speed item though.
