A Noxian or Zaun support

After looking through the lore based team comps I realized that there is no support champion born/made in Zaun or Noxus (morgana is only there to fight kayle). So that got me thinking if there was to be a support from Zaun or Noxus what would they do? Well the general theme from that area of runeterra is power through any means necessary and showing no weakness. As for the champion design it would be a person who has melded with technology in order to wield immense electrical power at the cost of health.

My thoughts for a passive would be something like as your health decreases gain more ability power and mana regen so to truly emphasize the power even at the cost of your life idea. This would also be interesting to play around as the support would get stronger the closer to death but would also be easier to kill. Perhaps as a second part to the passive if any assists or kills are earned then heal for 25%-50% of your missing health.

A support that would come from that area should probably have similar casting to soraka but with more pain instead of healing. Their Q or primary ability should cost health and mana and would empower either yourself or an ally granting the target bonus attack damage, ability power and attack speed. This would be on a low cool down but the health cost would prevent spamming of the ability.

For almost all champions their W ability is an utility ability either having cc effects, aoe, or buffing effects. For this support I think that a maybe either an electric field that stays around dealing a little bit of damage, slowing opponents on the outside and stunning opponents in the middle while granting allies a small movement speed boost while inside it. This would be the primary zoning tool as allies would move faster and opponents would need to avoid the center and try to force their enemies not to move through it while being chased.

As for the final basic ability I was thinking a debuff to one enemy champion and marking targets armor and magic resist either flat or by a percentage and all damage that enemy takes while debuffed heals the support champion for 25% of the damage dealt. With heath costs there needs to be someway to heal and this is a way to heal that emphasizes the Noxian roots.

As for an ultimate I was thinking a single target stun that explodes marking all enemies in the radius causing them to take bonus damage from all sources. This ult is kind of like varus's but instead of damage it causes them to take extra damage like vladimirs ult. The stun is there just to make it useful for catching an enemy out of position or saving your carry but if you do this then you lose the team fight potential in the bonus damage marks.

This idea for a champion is quite rough and I tried to incorporate lore with abilities to make a true Zaun or Noxian support. Its so rough I don't even have a name or gender for this champion yet I just wanted to get an idea like this out there.

Because Noxian supports are in it for the kills, that's why. If their ADC doesn't get the kill they're simply too weak.

See, when I think of either of those, a "Support" doesn't come to mind as part of their style. Zaun is advancement and technology, which can certainly fit a support role better than Noxus, but still would require an interesting story. Then again, we can go back to what they did with Ekko, and show while the entire town is advanced, not all are behind the banner they live under. Also, Blitzcrank is technically Zaun, right?

As for a Noxian Support? Well...with their "The strongest survive and thrive, and life is battle - blah blah there can be only one" sorta lifestyle and political views, you'd be hard pressed to find a true noxian willing to help others. You'd be better off using Noxus Poppy as a support. However, looking at the styles of kits made for Noxus, they are all very agressive, oppressive, bully-like. Champions like LeBlanc, Draven, Darius, Swain... they all excel in making their opponents afraid if played correctly. How do you emphasize that in a support? They'd have to be a bully, with a lot of CC, and do better with an adc than alone, otherwise they won't be played support. You don't see a Noxian healing or shielding anyone other than themselves. They aren't the selfless types. That means it's very limited in how to design them. We have CC heavy supports as is with Blitz, Alistar, and Braum, all of which are fairly tanky. How would we separate this Noxian support from any of those? How would they become unique or why should you play them? If anyone can provide a reasonable answer to this, I'd totally back up the design for a Noxian Support, but as it stands, I doubt it's possible to come up with one without bending a few standards first.
