Bringing Back Executioner's Calling

I remember the days when Executioner's Calling was in the game. If you played either top lane, jungle, ad mid, or adc then you had the power to fight an enemy who had built-in high sustain or sustain was part of their build. This would help against champions like: Swain (after 6), Vladimir , Volibear , Trundle , DrMundo , Singed , Nasus , Fiddlesticks and many more. The nich for executioners calling was quite literally an attack damage counterpart to item 3165 as it provided an option for attack damage or on-hit oriented champions to stop hyper-regen champions. When Riot first added item 3165 to the game I thought they just wanted to balance the ability to inflict grievous wounds. Then Riot removed Executioner's Calling from the rift then later from the game. Now that Miss Fortune is getting her grievous wounds removed will be up to the ap mid, ap jungle or ap support to buy a item 3165 which is fine in ranked 5v5 and high elo play but down in silver and bronze if you just suggest that they should build a item 3165 (or any item for that matter) more often then not they simply get extremely angry at you and proceed to make bad decisions and report you for toxic behavior. The reason I want it back is so when their jungle Volibear or Vladimir top gets ahead I have the power to build one and help my team stop them. As for how Executioner's Calling should be brought back and the stats, I suggest using item 3165 as a guideline. item 3165 grants +80 ability power, +100% base mana regen and +20% cooldown reduction. Now to make it into an Attack damage item I suggest that we take the highest ap item item 3089 which grants 120 ap, then we take 80/120 which gives us 0.666 and this is the ratio we need. Next we take the highest attack damage item item 3031 this grants 80 attack damage so 80*0.666 gives us 53.333. That would mean that Executioner's Calling should have between 50 and 60 attack damage. Next is the mana regen, this can be kept the same or be converted into 100% health regen. Finally is the cooldown reduction, this can be either kept or changed into either 10% life steal or 20% crit change witch ever suits its nich the best. Tell me your thoughts and if you have criticism please point out the specific points of my failure or if you agree with me then I would like to get it bring it to Riot's attention.

You see though, the reason it left is because GW is such a binary mechanic, if you were fighting someone like swain or mundo you could easily remove their greatest strength by buying an item. Thats the reason why its stats sucked because it really hurt those who it countered because it removes their core strength.

It would almost be like someone buying an item that halves the number of stacks an enemy Nasus gains from Q'ing a minion, it would basically remove Nasus from the game because everyone who faced him would buy that item and make him useless. So its stats would have to really suck so its useless against anyone else to make up for it being able to remove someone from the game.

If they'd want to bring back EC they would have to find a way to make it less binary and therefore counters healing while not removing sustain champions entirely.
