Mordekaiser could use at least a little love right?

With no cc at all, short range damage and a whole 325 base move speed (the lowest in the game) means that you can't catch any opponent who bought either item 3009 or item 3111 even with item 3116. Not to mention there is no way to runaway either or even poke. Your shield is constantly expiring down to a 25% so the longer you don't use abilities. Your ult is really unreliable as you need to kill your opponent in a fairly short window or else its just a crappy Trundle ult. Basically can Mordekaiser at least get 335 base move speed as this puts him below most melee champs and ahead of a few ranged champions if not that then could his shield at least wait until he's out of combat before draining itself. One change that would be nice is changing his ult from the mark a champ and see if you can kill them in a short time to; Summoning a ghost (or multiple) that deal %health magic damage per attack and slow enemies either on hit or as an aura. Or maybe reworking his W to have some cc attached to it maybe?

Strangely enough, I put My own rework ideas up in Concepts and Creations, and it's somewhat similar to your ideas. People hated it, and it was downvoted quickly. I don't blame them, it's their right to have an opinion, but what irked me was the people that downvoted commented, basically saying "Morde doesn't need a rework or changes, he's fine as is, you just have to build him right!"

....really?

Because according to a little birdy, He's currently the second worst top laner in the game, and THE worst mid laner, underperforming in every category across the board except in damage dealt and minions killed (and gold earned to a lesser extent), has an abysmal playrate, falls off extremely hard after 35 mins, needs a keystone mastery that honestly shouldn't fit him at all to be effective, and has a crappy winrate even for the mains who have played him for hundreds of games.

But they're right, build the right items and all his problems melt away, clearly there's something I'm missing. He's fine...

I am biased as a Morde main, so I won't answer the title.

HOWEVER... Straight up buffs are not the way to start making Morde better. He's supposed to die when he can't get in range of people and kill them really hard when he does, including not being able to run away from anything. The second part is what he doesn't excel at: killing people in melee. However, buffing his numbers is not the first place to look to fix him. He currently has really horrible playability issues that hamper his potential. QOL buffs are where we should start. For starters: His Q timer is way too short, and getting hit by the most common cc's in the game currently (morgana q, ekko stun, etc.) means that his Q will time out. Even if he never left combat/melee range. He will still time out of using Q. And the early cooldown of this ability is so long that stunning him while he's q'ing you and maybe walking away for a bit before re-engaging ensures that he's not even remotely a threat.

His W is bugged as it doesn't always hit everything in its range. Also, it cannot be double-tapped to get an instant heal even if you're alone because fuck you that's why. -Riot

His E costs way too much health to justify leveling up, especially since its base damage increase is atrocious and the base damage it gets from leveling up normally is better, which makes you wonder why you're even putting points into this, why can't I just put another point into W.

His R has a cast time for some reason, and can be stopped by entering a bush while Morde is using it on you- And the sound effects/morde's animation will still play, tricking both teams into believing that it worked until they see that the little mordekaiser head isn't floating over the target. And then you lose the fight because you think it went out.

These are the first things that need to be looked into.

With the new Hextech Rocket Belt, Mordekaiser now has a dash on a 30 second cooldown.

I feel as though the entire rework missed the mark. Horribly. It's not even on the same planet as the target.

Mordekaiser definitely needs something.
