Alright, hello everyone! As some of you may know from the old forums, I am a huge Warhammer 40k fan. In the Dawn of War 2 games, I always loved the Lord Commissar as my hero with a term known as kill one to buff the rest, while that would be a complete inability in League because of how the game works, but I wanted to try and create a Commissar champion for League of Legends. Well here is my attempt, sorry for lack of backstory, if someone can help with that, it would be awesome! Let's Begin!

Straight-edged Sabre, limited use of hextech pistol kept within his great coat.

Appearance

Black Peaked Cap(WIth Insignia of Affilation), Black Greatcoat, White undercoat, black single stripe white pants, black combat boots, dark grey cape with insignia of affiliation. Has blocky face, with a scar going from the top of the right side of his face to the left cheek. Looks intimidating and powerful.

The man is tied to a post, a gun being pointed at his head. The weapon appears to be of Piltover manufacture, with elements of Noxian iconography covering it. The Long barrel and short clip make this pistol a type of emblem for the man who wields it. The man is trying to pull his arm from the post desperately.

“For cowardice on the field of battle, against the Ionians, you are sentenced to death.” The man wielding the pistol has a straight-edged blade at his side, his blocky, scarred face identifying to anyone who served with him, or rather under him. He was the Commissar of Noxus, those who failed in his eyes, never had the chance to fail again.

“Sir, please! The situation was --!” “Shut up. Adriase, you fled from the field where a single girl stood against you. SHe may have been powerful, but Noxus is stronger.”

The man knew his fate, but he still shook with fear. Commissar Zavenos didn’t even look at him when he pulled the trigger taking the better part of the man’s forehead off. To Zavenos, cowards were beneath his contempt. It is better to die in service then be purged for cowardice.

He had done eighteen executions in the course of the week.

Zavenos was born into the bottom class of Noxus. His father had been a failing merchant, his mother a slain thief. He had been forced to live meagerly while being a bold and merciless man, Before his military career, Zavenos became a gang-boss in the slums, running a thriving cutpurse program, however it did not last.

He soon lost faith in those under him, and distrusted them. He had killed several before the age of twenty. He joined the Noxian military at the age of 24, rising from the lowest ranks until becoming an icon of bravery, for his actions against a force of Rakkor warriors. Many of the men died, but Zavenos had survived, earning his iconic scar.

Before the Noxian Invasion of Ionia, Zavenos had become Noxus’s one and only Commissar, executing those he saw as cowardly commonly without a court martial. In his unit, his word was law.

During the invasion he felt a supreme dishonor for Noxus as whole when Karma defeated an entire Noxian Battleforce and again when Jarvan was executed, and Xin Xhao, their prominent gladiator had escaped, and has since been trying to redeem the Noxian military in his eyes.

Zavenos’s has no allies within Noxus, nor enemies, most live in either fear or admiration of him, and his harsh expectations of his troops has earned him many commendations from Noxian High Command.

Abilities

Passive/Innate: Valor—Zavenos gains five Valor every autoattack (max 150 Valor). Allied units dies nearby his Valor is reduced by 5. At 50 Valor Zavenos gains 3% increased damage and by .5% every 50 additional Valor. At 100 Valor every third auto attack deals 5% of the target’s missing health physical damage (max of 250 additional damage against minions and monsters). At 150 Valor, Zavenos lets out a courageous warcry, dealing 20/30/40/50 (+10% AD) physical damage per second in an area around him for 5 seconds, autoattacks on champions increase the duration by 2 seconds (max 11 seconds), and is immune to losing Valor for 15 seconds (unless slain). . Upon death, all Valor is lost, and being near an ally champion's death reduces his Valor by 25. In addition, Zavenos gains 35% movement speed quickly decaying over 1.5 seconds whenever an enemy unit dies nearby or when he attacks an enemy champion. (Ranks up at levels 1/6/11/16) Radius: 400

Q: Inspire/Demoralize—(On Ally Cast): Zavenos speaks a creed of valor, increasing the the damage of the ally the ability was targeted on by 7/9/11/13/15% (+1% for every 100 bonus health) and increases the damage of other nearby allies by half that for 3 seconds. On self cast only the addition to ally's damage in granted. (On Enemy Cast): Zavenos fires his pistol at an enemy dealing 70/100/130/160/190 (+60% AD) physical damage, and reducing their damage to Zavenos by 7/9/11/13/15% for 3 seconds. Cooldown: 14/13/12/11/10 seconds; Range: 500; Radius: 500

W: Into Battle—Zavenos charges to target enemy dealing 75% of the physical damage to all in his path while knocking them away and dealing 50/90/130/170/210 (+80% Bonus AD) physical damage to the target and stunning them for 1 second. Cooldown: 16/15/14/13/12 seconds; Range: 600; Width: 75; Knockback: 200

E: Break Their Will—(Passive): Zavenos reduces the armor of nearby enemy champions by 12/14/16/18/20% if a single opponent, and splitting it equally among multiple champions (minimum 4.8/5.6/6.4/7.2/8% armor reduction). Radius: 400

R: We Shall Know No Fear!—(Passive): Zavenos increases nearby allies armor by 9/12/15%. (Active): Zavenos yells a litany of hate, and challenges the enemy. Allies around him gain 20/30/40% Attack Speed, and 10/12.5/15% tenacity for 5/6/7 seconds. Zavenos’s next autoattack will deal 90/180/270 (+100% AD) bonus physical damage and taunts the enemy for 2 seconds. Cooldown: 80/70/60 seconds; Radius: 500

Base damage increased on Demoralize(75/90/105/120/135 Plus 0.1 Total AD, to 75/95/115/135/155 Plus .15 Total AD), effects clarified, and Area increased(250 to 450). W Damage increased, scaling slightly increased(60/70/80/90/100 Plus .5 Bonus AD, Plus 0.1 AP, to 70/90/110/130/150 Plus .75 AD, Plus 0.2 AP). Removed inconsistency with R leveling, added duration, and Area added(oops...). Made things more ordered.

Tenacity on We Shall Know No Fear! Increased.(5/7.5/9 to 7.5/11/14.5%) Damage based on missing health max removed for champions. Changes to Valor underconsideration. May reduce total amount, change bonuses, and very likely gains and losses will be reconsidered.

Heavy contributions from Derek the Ferret.

Tenacity buff increased on We Shall Know No Fear!. Passive on We Shall Know No Fear is now limited to armor, but additions greatly increased. Additional AD removed in favor of high damage auto attack. Valor changes, at 150 valor, he no longer gains lifesteal, in favor of an AoE Physical damage. Inspire now gives more damage, and has higher scaling, and Demoralize deals more damage. Break Their Will, now reduces more resistances, and has a minimum reduction. Into Battle now has more utility, dealing more damage, and knocking enemies in path out of the way, and stunning the target. AP Scaling removed. Formatting changes.

The stats you have up right now seem balanced, but you're missing some. Namely attack damage and health regeneration. Also, I've never played Warhammer 40K (you mad bro? Fight me!), so I won't get any references. As a side note, if this Champion is too similar to this "Commissar", then there would be copyright issues involved, and no one wants to deal with copyright issues.

Passive: Okay so... this passive is confusing :P I'm not even entirely sure what it does. Like sure, everything is written down, but right now it's a storm of stats and explanations. You're going to have to find a way to write this in a way that is cohesive :P from what I can understand though, this passive is just a multitude of buffs on buffs on buffs.

Q: Okay so this ability, when cast on an enemy unit, is just a combination of Gangplank's Parrrley (excpet no on-hit effects) and Urgot's Zaun-Touched Bolt Augmenter (Urgot's passive). When cast on an ally unit, it increases their damage, which isn't very interesting or fun. I mean, sure, everyone likes dealing tons of damage (looking at you Phreak), but simply increasing someone's damage output at the touch of a button is very stale. It lacks depth.

W: Again, a simple click-to-win ability. It does require a little bit of "skill" because all units along the way get damaged and knocked aside, so your position when you activate this ability is something to note, but really it's just a targeted dash with a targeted stun. It's Vi's ult, but weaker.

E: A passive that grants an AoE armor reduction debuff, and the armor reduction debuff is split between Champions. While this ability does offer something newish (armor reduction isn't new, but armor reduction that splits among Champions is new), it doesn't offer something interactive. It doesn't offer something that can pull people in.

R: A passive buff, and an active that grants more buffs and enhances your auto-attack. Okay. Okay. I see what's going on here. Read the next section.

Final Thoughts: The main problem with Zavenos, and this is a pretty big problem, is that he does almost nothing. He's not active. Most of his abilities are buffs for your allies or debuffs for your enemies, with your W being the only ability that actually DOES something. This Champion is essentially a walking buff/debuff station with a dash. This Champion doesn't DO much. You press Q. Your ally gets a buff or your enemy gets shot. You press W, and you dash, which is really his only ability that DOES something. E is just a passive, and your ult is also just a passive with an active that gives a passive buff and enhances your next auto-attack. Zavenos is too passive. I never played Warhammer 40K, but I'm guessing it's a war game with a lot of units and the focus of the game is to have a strong army to destroy your enemy's base, right? Zavenos might fit in Warhammer 40K, but League of Legends is a game of real-time action. It's not a full scale war game, and having a buff station Champion isn't very fun or interactive. I don't mean to bash your idea down, but you can't see numbers being buffed or debuffed. People watching LCS aren't going to say "OH DAMN ZAVENOS JUST REDUCED THEIR ARMOR!" during a team fight. Buffs and debuffs can't be seen, so making a Champion that revolves around them probably won't be noticed.

I hope this review helps you as a Champion designer :) I'm sorry to bash your Champion. What I say isn't intended to sound mean, demoralizing, or belittling. I say what I say to help you understand what a League of Legends Champion needs in order to be a League of Legends Champion. Think of me as Simon Cowl from American Idol. A Simon Cowl that plays League of Legends. A nicer Simon Cowl. Okay no don't think of me as Simon Cowl. I'm here to help, not to judge (well I am here to judge, but in a helpful way).

Base stats alone he gets 2725 hp and 109 armor at level 18. Magic resist only ever gets a 1.25 per level scaling. 155 range is super weird. 125, 150, 175 are the 3 melee ranges.

My problems with the Valor system:

  • It makes him super awful at pushing.
  • % missing hp damage only needs a cap vs. minions and monsters.
