Taliyah has the first "cc allies" ability?

Looking at her lore so far, and judging how riot has been making AOE skills that affect both teams at once recently, it sounds like her Ult will slow allies and enemies alike, possibly having extra effects/damage for enemies. What do you guys think?

EDIT TO AVOID MISUNDERSTANDINGS THAT PEOPLE SEEM TO HAVE: She would be the first 'Soft cc' ability: a slow or the new 'grounded' effect that riot has made. Bard has stasis, kalista and tahm kench can grab teammates, but to date no champion can slow their entire team at once.
