My dearest friend, what you're thinking of is Gallium, not Galio. A common mistake, really. But Galio is actually a champion in a game called League of Legends. Galio has abilities that can make him move faster, deal AoE damage around him, and has a passive that helps him sustain in lane. He was one of the four champions that got a mini-rework with other juggernauts.

Even I don't play Galio, but I do find him annoying to lane against when I saw him on free champ rotation he had a minor spike is my normal queue

I actually picked him up because i laned against him once. I was playing TK top back when it was good and i remember just doing no damage at all to the enemy Galio so I bought him and now he's my favorite champ.
