After Bard, the Skarner rework, and playing Shadowrun Hong Kong

I feel like we need a Feng Sui style of champion. He'd basically run around the map improving it for his team in a control style. Like he'd put a "turret" in lane that buffs allies and minions and nerfs enemy champs and minions. Now there'd be random points on the map where if he places a turret there, it'd have bigger and wider effects. The only thing is if the enemies wreck them, your team will have a penalty in that area for 30 seconds while the wreckage lasts unless the FS champ fixes the site.
