[Rework Idea]Xerath, the magus ascendant

So i've been playing alot of Xerath lately, and i noticed he's pretty much un-approachable all game, and has an easy time shrugging off ganks even without wards.

So the basis of this rework was to move his power that he has all game, and start off slow to own in late game.

Innate passive: Seal on power Xerath has a seal placed on him, as he casts spells, attacks, and puts ranks in his ult, the seal wears away. 0.1% for autos, 0.8% for spell casts, and 15% for ranks in ult.

As the seal wears, xerath's spells and other attributes become more powerful and his model updates. +5% increased spell damage for each 10% Wear on seal +2% increased attack range for each 10% Wear on seal +1% increased movement speed for each 20% Wear on seal +5% max mana and +20% base mana regen for each 15% Wear on seal +5% CC duration on spells for each 20% Wear on seal When Xerath breaks the seal, his model updates again and he gains 30% increased range on his spells.

Q: Arcanopulse 20% reduced damage, same scaling. CD at max rank increased by 0.5 seconds

W: Eye of destruction Empowered slow decays to 30% instead of 10% 25% reduced damage, same scaling.

E: Shocking orb 20% reduced damage, scaling decreases to 30% from 45 range increased to match W

R: Rite of the arcane Ranks in rite of the arcane Wear the seal on xerath by 15% Arcane barrage 10% reduced damage scaling increased to 45% from 43

Overly complicated, and leaves Xerath far too weak in the early game with the reduced damage. Probably makes him far too strong in the late game as well, since you're increasing his damage by nearly 50% (since only the scaling is reduced).

The main concern is the number of moving parts that make that passive impossible to track properly for both the Xerath player and his/her opponent alike. You've got 5 different elements that change at different points, all of which increase Xerath's power in small, sometimes almost invisible ways.

The biggest issue with this change is that he already has a very distinct draw back, which is his lack of mobility. Xerath can be easily beaten by smart early jungle ganks and by outplaying his skill shots and taking advantage of his decently long cooldowns. Dont fix something that isnt broke.
