[Champion Concept] Allex, Piltover's Powerhouse
Just throwing a champion idea out there. It would be great if someone like this came to League.
Lore Allex Ghaster once worked as an assistant to a Piltovian scientist, but as he was too young to participate in the experiments, he simply carried equipment back and forth. When the scientist heard of a strange stone found in a mine, he sent Allex to check it out. Upon stepping within an armlength of the stone, Allex was overcome with a burst of energy. When he awoke, the scientist he worked for discovered that his mental structure had been altered, causing it to generate a power he described as Cerebral Intuitive Energy (CIE for short). A week after the incident, Allex came across a couple about to be murdered by a Viktor-manufactured robot. Without thinking, Allex unleashed a burst of energy that incinerated the robot before it could lay hands on them. Discovering that he could unleash bursts of energy to incinerate various materials, Allex approached Caitlyn, the Sheriff of Piltover, and asked her about joining the police force. Though initially turned down, he convinced the Sheriff to let him join (partially due to five training dummies reserved for Vi being incinerated with one burst). Criminals all around Piltover had their activities cut short by Allex, who quickly learned how to control his CIE so as not to be lethal. One thing that nobody wants to see is Allex becoming enraged, however.

Allex is a hybrid caster, able to be built either AD or AP and still do tons of damage. He thrives in the mid lane, but can go AD carry bottom as well.
Skills Innate: CIE Specialist Allex uses an alien resource called CIE. With CIE, his autoattacks deal magic damage equal to 10/30/50/70/90/110 (+0.1 AP). The value increases by 20 every three levels. At all levels, he has 300 CIE with which to run his abilities, regenerated at a rate of 5 every second.
Q: Pulse Allex releases energy in a field around him, dealing physical damage to all enemies within the radius. If Allex's bonus AD is higher than his AP, Pulse augments his next autoattack with a guaranteed critical strike. If Allex's AP is higher than his bonus AD, Pulse augments his next autoattack with bonus magic damage.

W: Burst Allex unleashes a column of energy that deals magic damage to the first enemy hit. If Allex's bonus AD is higher than his AP, Burst causes the enemy to be knocked back briefly. If Allex's AP is higher than his bonus AD, Burst briefly stuns the enemy.

E: Shock Allex's next autoattack channels energy that deals true damage to the enemy. Upon hit, the auto bounces to nearby targets (each only being able to get hit once) until it can't anymore, coming back to Allex. If Allex's bonus AD is higher than his AP, Allex gains bonus attack speed for 4 seconds, each autoattack granting CIE. If Allex's AP is higher than his bonus AD, Allex's next autoattack gains another Shock buff, though this deals reduced damage and cannot be chained a third time.

R (Ultimate): Maelstrom Allex channels for one second, then unleashes a hail of energy down on the target area, dealing physical, magic, and true damage over 2 seconds.
