Tahm skin concept.Tahm's shapeshifting in city states.

Even though Tahm is pretty new and doesn't need a skin exactly yet I would just like to get one off my mind I've been thinking of for a while now. Can his skins or skin be his different appearances through history/future I mean this by instead of doing bargains near or in Bilgewater he was doing it in Demacia or Noxus or a cannon one that is already know Bandle city.
