Assume Bungie and/or 343 Studios would be okay with this, and that no legal issues would exist.

Now imagine if Azir were dressed up more like the Prophet of Truth, and his Sand Soldiers were changed into Elites. Wouldn't that be kickass?

No Bundie would not be okay with this at all. RIot needs to pay for the license's for things like this they can't this idea for free and they ill get sued if they do.
