At the end of URF mode can we get Urf as a champion?

So as far as I know Urf is the "Manatee King" and was first teased as an april fool's joke back in beta, then he was "killed" by Warwick and he wore his skin, thus the Urfwick skin. He seems to be a large manatee with a minigun, a spatula, and a knack for doing things fast and crazy. Now with the summoner retcon Urf is no longer, technically, dead. He's even on the current login screen.

Here's my champion concept for Urf, The Manatee King. Urf is a melee bruiser with several ranged abilities, and even a single target heal. Without any skills that would alter his range, he attacks with his spatula at melee range.

PASSIVE) The King Urf: Every 15th/12th/9th ability cast by Urf triggers a buff that grants him 30/45/60% CDR for 5 seconds. This can bring him beyond the traditional cap on CDR, but cannot exceed 80%.

Q) Hail to the King, Baby: Urf fires his minigun for 2.5 seconds firing a steady stream of bullets with a slightly randomized trajectory, causing this ability to hit more often at closer range. Each bullet does a fraction of his total AD, but can ultimately hit enemies much further away and with several bullets. Urf's MS is reduced by 20% for the duration.

W) Bodyslam: Urf rams into a nearby enemy unit, dealing physical damage and stunning them for 1 second. Successfully landing this ability speeds up the existing cooldowns on Urf's abilities by 1 second.

E) Burger Time!: After channeling for 1.5 seconds (and cooking a delicious burger), Urf flings his masterpiece to a nearby location, healing himself or any other allied champion that passes over it. (Urf can move while this is being channeled, but taking any damage will cancel it).

R) Oh the Huge-manatee!: King Urf summons the denizens of Planet Urf to charge ahead of him and attack enemy units, slowing each one hit for 1.5 seconds and dealing appropriate damage. Depending on this skills rank it will summon 4/6/8 manatees over 3 seconds, and after which a final, massive, manatee will charge forth. This manatee will deal increased damage and stun for 1.5 seconds rather than slow.

Urf actually already has abilities. Some sources say he was even put into the game in one patch, as a joke or not. but thou shalt not insult the god that is urf with your non-flippy-floppy splash attacks. 'tis blasphemous.
