Darius and Teemo Legendary skins interactions, bc skarner none

This is what I have felt that was lacking from the bc Skarner skin anyway. Is there any reason they didn't do this. I mean Skarner was a champ who hadn't seen a skin since release and it feels like he got the short end of the stick. Did they not do interactions cause of time restraints, figured it was appropriate, or just figured that not enough people would buy the skin anyway, so why bother?
