Fleva, the Darkin reaper

ADC Darkin, attacks using a ridged scythe that is made up of smaller daggers that are flung out on attack. Think Rakan's 2 attack animations depending on range.

Passive: Pierce artery Attacks deal 80% damage but inflict a bleed for 15 + (30% AD) over 3 seconds.

Q: Blood sign Mana cost: 60/70/80/90/100 CD: 6 secs Shoots blood in a V (think like TF’s cards minus the one in the middle) that damages enemies for 70/90/110/130/150 + (40/50/60/70/80% AD) upon reactivation or reaching max distance they will come together at the center and silence all enemies hit for 1 second. Enemies hit twice will receive 50% damage.

W: Anemic Mana cost: 70 CD: 12 secs Fleva marks an enemy champion as her target for 5 seconds, attacks against the target deal 3% of their max health as damage and stealing movement speed from them for 5/10/15/20/25% for every stack stacking up to 3 times.

E: Blood offering Mana cost: 60 CD: 4 secs Deals bleed damage instantly and heals you by 20/40/60/80/100 + (10/15/20/25/30% AD) for each bleeding champion (heal is only 25% for bleeding minions.)

R: Blood bath Mana cost: 100 CD: 80 secs Passive: When this ability is not on cool down your bleed damage is increased by 10/20/30% of your AD Active: Shoots in a circle and inflicts bleed on all enemy champions hit and causing your auto attacks against bleeding targets split off to two adjacent units for 30/40/50% of your AD (Can critically strike). Attack buff lasts for 5 seconds.

Character Design: Unfortunately, your description for the champions appearance is a bit short. But I really like the description of the scythe as a weapon. And we clearly are lacking a true scythe user in this game (Fiddlesticks doesn't really live up to that fantasy, he shoots magic bananas like Soraka with it and in the model the scythe clearly is too small...).

But I have to say, I would prefer the next Darkin to be more defensive in nature. We got hinted that the Darkin are in fact the weapons, like Aatrox' sword. And there are rumors that Varus' bow is a Darkin, which could mean that we already have an ADC in this department.

In the end, this is just my personal preference, though. I can clearly see your character design work in the game.

Kit and Gameplay: I like the blood theme of the kit, it feels really consistent. And having an ADC with built in sustain would be a nice niche. Let's get over the pieces seperatedly.

Passive: Solid. Enhances the sustained damage nature of ADCs naturally by delaying it, but provides profit by increasing the total damage. And has nice synergy with the following sustain theme.

Q: Like it, has an interesting skillshot shape.

W: Here I have to give some critique. The general idea is fine, he is an ADC and many of them have some kiting tool. But your numbers are a bit off. As an ADC, he will naturally build attack speed. This spell in the late game steals up to 75% movement speed with a duration of 5 seconds. Imagine that guy going for a crit build including item 3508. That's 30% CDR, with your cooldown that means his CD for this spell would be 8s. I think this is probably too strong for a kiting tool, it is increasing his MS by alot and at the same time decreasing the MS of the target. I can't imagine any melee champions really being able to hurt that champ, especially with the extra sustain. I would rebalance the numbers.

E: That's where the built in sustain comes from. Gives a nice chunk of burst, too. I like the concept, the synergy with the passive and Ruunans and all. Again, maybe just look at the numbers. 4s CD seems a bit low for a burst and sustain combo. I would make this skill have a fairly long CD.

R: I would replace the passive effect with something else. The numbers are too big in my opinion, especially since you can immediately trigger the DoT as burst with your E. Maybe remove the passive entirely. Active has nice synergy with on-hit effects like BotrK, at least if I imagine it correctly. Numbers probably too high, since it is increasing the total damage, the bleeding effect and on hit effects. The burst with E would be absolutely devastating with these numbers.

So, you have many really good ideas and I would like to have a champ with that sustain theme as an ADC. But you probably should take another look at your numbers, some of them seem a bit overpowered. The general concept seems fine, though.

And in Lore would be nice if Vladimir is included in any conflictual or friendly situations with that champion you've related.
