So technically, Classic Vel'koz.
The Dark Star line is supposed to be the eldritch space horrors akin to a Cthulhu from space or the horrors in the Thing or Event Horizon, or the villainous deities in Dr. Who. Vel'Koz is already an eldritch horror from beyond, so this skin line would do nothing to make him special.
