My ideas on things (because I'm bored)

Remove account levels and replace level-restricted game modes with mastery point requirements. Ranked already has a bare-minimum champion pool size needed (14). Make it so the player needs to master just as many champions before entering ranked (or at least garner enough mastery points equal to that amount). However, this doesn't actually help facilitate ranked knowledge but instead allows a new player to garner basic game skills before anything else. My second idea is:

Beginners / Intermediate Ranked game modes. Despite what some people say, ranked really is significantly different than normal matches. A beginners/intermediate ranked mode will help ease the transition for new players (and reduce the pain for veterans) going into ranked. Now, the idea behind this isn't just a separate game mode where all the baddies can play together (with the luckiest ones suddenly going into diamond or something), but instead to allow new player to gain a better sense of how ranked play is. You could argue that normal team-builder was supposed to fill this role, but unfortunately people will never take games seriously so long as it doesn't affect their ranked score. The game modes will be something like:
Beginner's Ranked
- Restricted to only those below a certain amount of mastered champions/mastery points for normal ranked
- Restricted to those who have enough champions in their pool (14)
- Restricted to those who have never been ranked before on that account
- Restricted to those who haven't won/played this game-mode enough to win ten times
- LP gains/losses are reduced to a quarter of what normal ranked gives
- Significantly increased mastery point gains upon wins
Intermediate Ranked
- Restricted to only those below a certain amount of mastered champions/mastery points for normal ranked
- Restricted to those who have enough champions in their pool (14)
- Restricted to those who have never been ranked before on that account
- Restricted to those who have won ten matches in Beginner's Ranked
- LP gains/losses are reduced to half of what normal ranked gives
- Slightly mastery point gains upon wins
Normal Ranked
- Must have 14 champions
- Must have 14 mastered champions/enough mastery points equal to 14 mastered champions
- Placement matches will look back on your play history (and grade) in Beginners/Intermediate to help determine your rank at the end
- These restrictions are only to new accounts. Old accounts who are already ranked but don't have enough mastery points will be looked over until the new season.

Past that, I'd like to see:
- More IP-spending options that aren't just champions
- More permanent game-modes (and more game-modes overall)
- The ability to "rent" skins for a match or three at the cost of IP (with a cool-down between purchases)
- Less serious champions. I don't care what they are, but there are enough grim-dark, serious champions in the game by now. We need more lightheartedness.
