Question for Riot
I was just curious, why do some champions get a chroma pack on their default skin while others get the chroma pack on a skin you need to purchase?

The conversation probably goes something like this;
"What Chromas do you guys think will look good?" "X Y and Z" "Ok, which ones won't take too long to do?" "X and Y" "Ok finally, are either of those on a list for a Visual Update?" "Y is" "Ok then we're doing X"
