Introduce a false tribunal to help players understand the terms better

It would allow Riot to determine which players recognize when others are not following the summoner's code. The purpose is entirely to reduce toxicity. No punishments would actually be given from this, as stated in the title "false tribunal." This would help people who do not know that simple stuff like calling someone a noob is considered flaming.
