Liliana, the Maiden of Snow.

Liliana is a slightly short woman with frizzy blonde hair and an icy cape. She has a tiara on her head that glows with ice and has a long blue staff with a swirl of power at the end.

P (Passive): Sigil Of Regeneration

Liliana and her teammates gain bonus mana regeneration equal to 0.2% of their mana per second. Allies who do not use mana or teammates at full mana regenerate 0.2% of their health per second instead. This effect is tripled for allies within 2400 range of Liliana.

Q: Hypothermic Deterioration

Liliana freezes an enemy for 1.6/1.7/1.8/1.9/2 seconds, dealing 120/165/210/255/300 (+75% AP) damage to them over the duration. All damage dealt to the enemy is increased by 12/14/16/18/20% while they are frozen. When the freeze ends, they are slowed by 20%, fading over 2 seconds.

W: Breath of Ice

Liliana sends out three freezing gusts of wind in a rectangular area in front of her, dealing 35/55/75/95/105 (+22% AP) damage each and slowing them by 20/21/22/23/24% for 0.8 seconds. The slow and slow duration stack with each consecutive hit.

E: Frozen Drain

IF THE ENEMY USES MANA: Liliana sends out a bolt of snow. The snow freezes the first enemy hits resource, draining 55/85/115/145/175 (+25% AP) mana from them, and 12/16/20/24/28 (+2% AP) mana each second afterwards for 2 seconds. In addition, they lose 35/55/75/95/115 (+30% AP) health each second and Liliana recovers the stolen mana from the last two seconds for herself.

IF THE ENEMY DOES NOT USE MANA: Liliana sends out a bolt of snow. The snow slows the target by 35/40/45/50/55% for 2 seconds and deals 35/60/85/110/135 (+35% AP) damage each second.

R: Unstoppable Blizzard

Liliana channels for 1.5 seconds, then starts a blizzard covering a huge conic area, lasting 7 seconds (or if she stops it by pressing R again). 13/15/17 ice misses hit random spots in the area each second, dealing 55/70/85 (+18% AP) each. Each missle covers a small area of the cone and slows enemies by 35% for 1 second. Every area will be struck at least five times per four seconds, or 9 times during the full duration. The maximum hits in one area caps at 7 times per 3 seconds. Liliana cannot move or do anything else during the blizzard, but she receives 22/24/26% less damage and gains a 300/450/600 shield at the start of the channeling that lasts until she stops the blizzard or it stops after 7 seconds. Crowd control effects will not stop this ability during the blizzard but it can prevent it if it is used during the channeling and her shield has been fully destroyed.
