[Rework Concept] Skarner, the Crystal Scarred

**Passive - Crystal Spire: **Upon death Skarner's crystalline heart forms a Crystal Spire. If allied champions are within range of the Crystal Spire after 2 seconds they gain Eternal Harmony, while revealing the surrounding area. Enemy champions can stand within range of the Crystal Spire to claim the Crystal Spire after 2 second, rewarding them bonus gold and revealing the area. Neither enemies or allies can claim the spire if they are both within range of it.

Eternal Harmony: Allies within range of the Crystal Spire gain bonus movement and attack speed, as well as replenishing some of them mana they spend while in the area. While Skarner is dead, his ultimate ability becomes Crystal Song, allowing him to target any allied champion with Eternal Harmony. Skarner can cast his basic abilities from their location, until he respawns. He can recast Crystal Song to jump to a different allied champion with Eternal Harmony.

**Crystalline Hexcore: **An enemy Viktor gains an additional upgrade to his Hexcore and a fourth Evolution point upon claiming the Crystal Spire after level 16 and owning a Perfect Hexcore.
Q - Crystal Slash/Crystal Bash: Every cast of this ability alternates between Crystal Slash and Crystal Bash. Basic attacks against enemy units reduces the cooldown of this ability by 1 second.

Crystal Slash: Skarner slashes all enemies to the left side of him, dealing magic damage. If Skarner's Crystalline Exoskeleton is active, it will block the next spell that hits him. This can only be activated once for each cast of Crystalline Exoskeleton, including Crystal Bash's effect.

Crystal Bash: Skarner bashes all enemies to the right side of him, dealing physical damage. If Skarner's Crystalline Exoskeleton is active, it will block the next basic attack that hit's him. This can only be activated once while for each cast of Crystalline Exoskeleton, including Crystal Slash's effect.
**W - Crystalline Exoskeleton: **Skarner shields himself for up to 6 seconds, gaining bonus movement speed that doubles over 3 seconds while the shield holds. Once at full speed Skarner's next basic attack gains bonus range, it will also deal bonus damage based on the remaining shield.
E - Crystal Scar: Skarner launches a blast of energy in the target direction, dealing magic damage to all enemies struck and slowing them briefly, as well as marking them with Crystal Venom for several seconds. The blast pauses for a moment when it hits an enemy unit, before continuing in the same direction is was previously traveling.
- Crystallizing Sting: Skarner's next basic attack against a target marked with Crystal Venom consumes the mark to deal them bonus physical damage and stunning them for 1 second. Every time he stuns a target with Crystal Scar or suppresses an enemy with Brackern Stinger, Crystal Scar's cooldown is reduced by the duration of the disable.
R - Brackern Stinger - Enemy Cast: Skarner suppresses a target enemy champion for 2 seconds, rooting himself briefly as he rears his stinger and brings it down, dealing them magic damage, and then dragging them with him. At the end of the duration, the target takes the same damage again.
- Crystalline Cocoon - Allied Cast: Skarner places a target allied champion in stasis for 2 seconds, rooting himself briefly before dragging them with him.
