The only Copyright is The King Rammus skin. Which was shipped and barely dodged the blade of which is copyright. In this time and age, it is no longer possible given how successful and well known Riot is.

The best they can do is make up a theme inspired by Majora. But if it's anything like Majora, boom, lawsuit. Same reason why they don't do Fan-skins, because the user can turn around and Sue Riot out of nowhere.
