He's coming Soon™ just Like Magma Chambers and the Urgot Rework. It may happen eventually, but they have no plans to do anything with the concept anytime in the foreseeable future.

DwarvenGiant1 votesIn the past two and a half years, we've been constantly getting updates on how he is kept on hold due to theme-gameplay issues and mostly animation and rig issues. I wouldn't wait for him if I were you. That said, they do want to make him eventually, since he'll be a very unique addition to the roster.
Bultz1 votesYou can tell that they have worked most of his movement and animation out. For example if you pay attention to how bard flys around it's reminiscent of how Asian dragons fly.

Bultz1 votesIt's not really concept art when bard clearly in game moves like a dragon. As far as making the rig if they said early 2016, do I'm assuming they must have accomplished the technique. But that's beside the point last I heard it was just his kit not his animation
