It could be in-game suggestions, champions, overall game suggestions, PVP.net, you name it. Just by having this board our game would evolve so much. There is no board other than Miscellaneous, if you have a useful PVP.Net QoL change for example.
I think the counter-argument goes, that if you have a suggestion, you should put it in the Board about that topic -- because Riot doesn't have a "suggestions" team (although maybe QA comes close), while they do have a gameplay & balance team, so if you put a suggestion there, the actual team that deals with that area is more likely to see it.
The issue with pvp.net QOL changes, I'd say, is more an issue of "there isn't a board relating to anything out-of-game (tribunal, client, launcher, pvp.net, team builder, etc)," than an issue of "There's no place to make suggestions."
The funny thing is, if this existed, I'm pretty sure 98% of all posts would suddenly be in it.
That's just what I've gathered. In my experience reading what people post, almost every thread has someone in it telling Riot how to do their job. Often several, and that's assuming it isn't in the topic itself, which it usually is.
I'm not saying it's a bad idea btw.
