I posted a picture because it was showing how toxic people can be in the game without being banned, and Riot completely ignores the fact that their banning system is useless and this players is still playing ranked, and instead of making amends to punish the racist intentional feeder, they actually delete my post and tell me to use their banning system WHICH WAS THE WHOLE POINT OF THE POST to show that it didn't work. This is why League is toxic, instead of being proactive and saying ok let's punish this player, he certainly needs to be punished. Riot throws blame around hides the fact that they didn't punish an extreme racist intentional feeder, their system missed him and continues on as normal.

Three questions:

Where did you post this thread, initially?
Did Riot mention that it should be moved to a new location in the notification you received after the action?
Did the screenshot you posted show player names? Part of Riot's general forum policy is that posting a player name connected to negative action falls under "name and shame", which is content Riot deletes.

No player names were shown

The location was miscellaneous so no reason to be taken down

Riot employee replies "We understand that you want to get word out about this player and their in-game behaviors but this is not the correct avenue to get attention on them. Please continue to use our in-game reporting system to put these players through our behavioral systems."

Even though the player names were not even shown, all I had was highlighted the scores or the players showing his intentional feeding with a note saying " still in ranked no punishment deserved" also all his chat logs were not showing his name

Interesting. So, overall, I'd say that the moderator is definitely correct in saying that the in-game reporting system is the best way to address these things. Posting it on the forums isn't likely to effect change, because everyone using the platform is either not Riot or unable to give you a good answer due to confidentiality reasons.

That being said, however, I'd be interested in knowing the background of this particular decision and why they decided to take it down if, as you mentioned, the thread wasn't breaking any forum policies. I think the behavioral system is underrated by a lot of players, which can potentially show one (or both) of two things:

Bias/intentional ignorance from the player
Lack of clarity from Riot

To me, both of these scenarios are reasons to allow those sorts of threads; it's hard to increase clarity if we don't get a solid picture of what's unclear or doesn't feel right with players. I still think it is definitely better to use the report system as normal, but it's odd to me that moderators deleted a thread demonstrating a problem a player identified if it didn't break forum etiquette.

I agree with most of what you said here, the only part being. It's becoming a really concerning trend in League that people who are extreme toxic and intentional feeding are indeed slipping through the cracks in their system. It's really obvious too when you can just lolking them and see that they're still in ranked.

If they are truly extremely toxic in a high percentage of their games, they should be moved through the system relatively quickly. The player behavior systems are pretty robust and getting better all the time (especially intentional feeder detection, which rolled out in 5.18), and players that are a consistently negative influence do eventually end up with restrictions matching their attitudes.

That being said, I know it's frustrating to see that stuff. I believe Riot is working towards making the detection systems more efficient, and the automated machine learning kerjigger is a great stride towards the ideal situation of players that are extremely toxic getting restricted after a single game.

One game isn't generally enough to land someone a punishment unless it's insanely offensive. It takes time to move through the system, both due to the fact it needs to be accurate and they are still dialing in on the efficiency.

Unfortunately, this means we end up with situations where we see clear examples of toxicity that aren't punished as quickly as we'd like. This certainly doesn't mean Riot approves of bullying, and if they did these systems wouldn't even exist.
