How does one become an Arbiter? What is the gig there?

I want to know how people became arbiters. Obviously they aren't Riot employees per se... at least it seems obvious to me.

Anyway, I'm wondering what the duties are, how you became one, etc. Just a general overview. I'm just curious, mostly.
