Make the "help & support" board easier to use.

Hi Riot !

I've been trying to help out a bit in the "help & support" board recently, but I think that to improve something, you have to help yourself first, thus, I believe you should implement a mandatory "form" to fill in when you have a problem, to help both players seeking help to get better answer, but also your players who try to help members.

What I can recommend you ask players wanting help to include is at the very least, the OS they use ( windows 7, windows 8.1, linux ... ), the problem they encounter, since when have they encountered this problem and their computer specs ( which I understand not everyone knows, but you guys could encourage members to include said information ! ).

Before posting there could also be a warning about checking the stickies for your problem before posting.
