Then proceeded to intent feed for the first few minutes. Yet I know that if I flame him, I'll get banned, if I "name and shame him" for ruining a game ill get banned, and my report will do nothing. Riot creates a climate that is more toxic to players who actually want to play then trolls.

Technically, it could fall under Griefing, but it's a stretch. I gave OP benefit of the doubt in my first post based on a combination of that and starting the game int-feeding

That's not an effective solution. picking for team comps was the whole point of displaying pics in the first place
