Is this reportable? What is in my power to do if somebody takes my role? Will this punish any offense?

Yes, yes it is reportable. Just report after game, perhaps a Riot Ticket IF IT MEANS THAT MUCH. Just do your best in the mean time. You might actually be the champion of the game for being willing to move into the new role left over. Always be the champion of the game.

You go your assigned role.

If they steal it in game, make them suffer for it. Don't let them win over you. You go your lane. And don't waver.

Then after the game, report their ass.

first you can dodge. youll take a lp loss but thats better than doing something your uncomfortable with. first take some screen shots and manually report it. there you dont have to waste your time in a 15-30 minute game. once you get all that done your 6 minute lock should be over with so you can play another.

Reportable? Yeah. Punishable in concrete? Ehhh...

What I've always done is play the role anyway and do my best in game to make it work.

Depends on the gamemode you are playing in, If its a draft game with assigned roles, this is reportable as trolling. there nothing you can do about it in game, just play fill if you feel like winning.

calling roles in blind pick games are a courtesy, there is no "rule".
