Does the new honor system work only for 30 lvl accounts?

Because this account still have the old honor points and no new system has added when i finish game

It's not on NA yet either. I haven't gotten anything with the new honor system yet.

my client isnt even patched yet. I downloaded the patch and it still says 7.12 on the client
