I've seen two players in particular who, upon inspection their Boards profiles, continuously harass others. They've been reported, but they're still just as active on the boards.
Are there no punishments here?
Unless the harassment is severe, it's difficult for moderation to notice a pattern of their behavior if it's reported as they occasionally post; if it's reported all at the same time so they see it all at once in their queue they are more likely to recognize it. If you feel the issue is serious enough and nothing is being done, you can submit a Support Ticket with links to all (or just a lot) of the harassment in question. Use the category I have a question > Game & Features > General Questions.
Well moderators ban meme users instead of toxic people. #waitingforthemdownvoted
