Funny how that works. Just the PRESENCE of the feature fixes the irritating behavior, and I rarely actually need to use it.
Why did it take Riot so long to fix this?
(Note: I have had to use it. It's just not 3-4 people every fucking game spamming bullshit pings anymore. It's like one guy every other game now.)

the concern was best case scenario it becomes another /mute all, and people start doing it from the start of the game regardless of if people are toxic. or worse, if a player figures out they've been muted. they might resort to trolling outside of chat to get peoples attention

Now.... if the mute-function just had the same effect stopping people from flaming and insulting everyone....

ppl still spam it on me even when i announce i muted them and didnt talk to them for 30min.
Ping mutes were a risky move. It could have turned ugly; there are, in fact, even still ways it could turn ugly. It makes sense to carefully consider all your options before you go with the most risky one.
You have to judge a decision by the circumstances it was made in, not just by the result.
Muting pings was really controversial, because people feel that fully muted players would lose all chances at communications. I think the reason was that if players full mute a player from the start they would start preforming worse and start tilting players.
That being said, I like the fact that they finally allow ping muting.
I mean this is great for people who do spam it, but there are cases of people who accuse others of spamming it when they are just letting you know. I have had times when i got accused of spamming it despite only using it two to three times. I mainly ping like that when an enemy is missing and basically making a trail from bot to mid. People to this day consider that spamming. When in my eyes its not. So if something like that was implemented before people would have muted me for actually using it properly.
With that said in my eyes its only spam when its not needed, or used too often which usually results in you getting the message that you are using it too often. But i know some people see it differently. I just hope people dont abuse this and basically mute everyone then bitch and moan that people arent MIAing.
