Is there anyway to report a player aside from the ingame client?

We all know the ingame client doesn't do anything about reporting people. Is there a way I can submit a claim to Riot about a player I've have played with a few times in ranked now that just feeds and builds nothing but tears? When asked he just says I don't care, I have 4 accounts, I just don't want people ever moving up. I have screenshots and the such I want to submit. It's not fair for this one player to ruin it for 9 others and for Riot to do nothing. Some of the players don't even report him because they have no faith that Riot does anything anyway, and the enemy team will honour him, so.....wtf?

You can submit tickets to Riot through their "Support" page.

Could someone link me too it? I looked on there support page, but nothing is relevant to player behavior. All of the tickets are about technical issues.

meh... sorry to say but through the years i have played, it takes A LOT for riot to make a move on toxic players and for good reasons. You do not want riot to prematurely ban people for small one time offenses. yesterday i had two ranked games in a row with trolls. one couldnt get a kill so after 5 min he kept running up middle lane and fed rest of game. next game i had a jungler who only killed blue and red buffs then went back to base. I lost both matches and a series because of this. Seriously doubt riot will do anything with these players. I say that because other trolls i have reported i still see occasionally. Would love to see people who get reported for trolling be moved into a separate server away from the real players and put on probation and be monitored for the next month. If they act up again they be banned... but that is just a dream

From what I have been seeing, this is how I believe the report system works.

If you encounter a toxic player, you report them. If that player is frequently toxic, they get reported for the same stuff over and over. The system keeps track of this and after enough it will give you a warning or a ban or whatever punishment it needs to. After your punishment, it continues to watch you and if you are still being reported, it strikes again (I think you have to be good for 3 months after your punishment or it will come back to get you quicker)

In order to achieve PERMA ban, Rioters will look into your ban history and punishment history before using the ban hammer.

No idea if this is actually how it works, I just kinda used what I've been seeing in game and on the forums to make a guess
