Perma-bans are not accomplishing anything...
Perma-bans are given out far too freely on this game compared to any other moba or other online RPG currently on the market. Usually companies do not get involved in a "he said/she said" argument with their customers. I cannot remember the last time Blizzard actively banned somebody on World of Warcraft for what they said, more if they are a threat to the actual game (e.g. gold farmers, bots etc).
So why has Riot gone from a year ago, being rather laissez-faire (For those of you that don't know, Laissez-Faire is a French term for a system of government that allows very little control and restraint over its citizens, allowing them to resolve their own conflicts without getting involved) about flaming to being almost ban hammer nazi's, willing to exact punishment on anyone who utters a single word of disdain.
Riot cannot trust this community to police itself, as people will lie to ban people, or get in groups and mass report people to get them banned if they do well against them in the game. This system they have in place is completely automated and has no way of distinguishing between other players bullying somebody into flaming etc and genuine mouthy conduct.
I am of the opinion that nobody should be perma-banned for flaming as its a rather minor offense. It causes absolutely no damage to game like botting or IP farming does. People in this community will usually look for the SMALLEST excuse to report anyone, for anything, usually in some vain attempt to make themselves feel better for losing a game.
Instead of "perma-banning" people and losing money and the custom from that player who may or may not have spent income in the game. Why not just invoke a perma-chat ban to stop them from interacting with others. Communication through pings alone are enough to suffice and this would actually prompt Riot to make a better ping system (their's is awful and outdated compared to SMITE and Heroes of the Storm). There is no need to ban anyone for anything less then actually harming Riot as a company through bots etc. Flaming should be a chat-bannable offense and NOT a bannable offense.
Besides most of those players will come back on smurfs anyway, its a free-2-play game so its easy to set up multiple accounts so Riot's new system is not treating the CAUSE, just the symptoms.

I agree that toxicity is not something that Riot should encourage but they should recognise that this game they have created is vastly competitive and by banning people for small infractions such as flaming within games, they are simply hurting themselves as a company and not actually addressing the root cause, rather trying to cover it up with an automated system that is unable to distinguish punishable offenses.
